Introduction:
There is an ever growing Shipping &
Oil Industry activity in the Asian region. It is therefore
important for Oil Spill Response (OSR) preparedness to grow
together. This can be accomplished by:
• The building up of OSR resources – equipment
and manpower
• Training & exercises to ensure the resources and
equipment can be deployed and operated efficiently and effectively
• Having a robust Oil Spill Contingency Plan
• To ensure quality in response (will it work)
• Use the Oil Pollution Preparedness, Response &
Cooperation (OPRC) IMO OSR training courses
• Have World class presenters to instruct
• Have Experienced oil spill professionals’ to
instruct and advise.
All
the above needs Management / Authorities commitment &
support. Organizations realize the need for Oil Spill Response
(OSR) training and exercises, and having a good, robust Oil
Spill Contingency plan (OSRCP) is the key to “Preparedness
and response capability”. The training and exercises
will enable designated staff to be familiar with their specific
roles in an OSRCP which is another challenge these organizations
face.

Taking
into consideration the Government’s and industry’s
need in Malaysia, IKMAL in collaboration with the Malaysian
Marine Department, will conduct an OPRC IMO Level 2 course
to address this need.

Content
Introduction:
In an oil spill incident, the primary
role and responsibility of the Incident Commander (IC) is
to effectively coordinate and manage the response to an oil
spill incident. He needs to develop, organize and put into
place an Incident Management Team (IMT) & Response Organization,
coordinate the work of other Agencies involved in the response,
decide on the response strategies and tactics to be used to
clean up the spilled oil and coordinate the collection of
information necessary to recover costs. These and other demands
made to the IC and his/her IMT during the oil spill incident
will be addressed in this OSR course.
Course Objectives:
• To obtain a good technical overview
of oil spill response and all the supporting activities that
forms an integral part of the response effort.
•
To equip the Incident Commander and members of his Incident
Management Team (IMT) with the technical knowledge and processes
required to enable them to carry out their roles and responsibilities
as required by the their Oil Spill Response Contingency Plan
(OSRCP).
•
To appreciate the importance of understanding the Oil Spill
Response Contingency Plan (OSRCP) and its impact on the effectiveness
of a response.

Experience
Patrick Ooi has 18 years sea going experience
(1970 to 1988) finishing as Master/Captain in the tanker fleet.
Patrick
was with Esso Production Malaysia Inc. as a Mooring/Loading
Master from 1988 to 1993. He was Emergency Response Coordinator
in 1993 and for 3 years was fully involved in emergency response
and preparedness work, especially in oil spills. He was also
the Marine Advisor to the Esso Asia Pacific Oil Spill Response
Core team.
Patrick
joined EARL as Superintendent Technical Services in 1996 and
was subsequently promoted to the position of Operations Manager
(1997 to 2000), Technical Manager (2001) and Training &
Consultancy (T&C) Manager from May 2001 till August 2006.
Besides
managing the T&C department, Patrick has conducted more
than 100 OPRC IMO Level 1, 2 and 3 types of Oil Spill Response
Training courses as well as numerous OSR customized courses
including practical hands-on equipment deployment training.
These courses were conducted for the IMO, oil industry and
shipping members and Governments.
He
has also conducted numerous consultancy projects for the oil,
shipping and mining industries including Governments. Projects
include:
• Assessment on oil spill response capabilities of facilities
/ terminals including equipment reviews
• Oil Spill Contingency Plan review and development
/ enhancement
• Development and conduct of oil spill response exercises
– both practical and Tabletop.
Patrick also assumes the role of the EARL Incident Commander
(overall in-charge of the EARL response team) in the event
of an oil spill and has been involved in a total of over 30
international oil spills to date. Patrick assumes the roster
position of the acting Chief Executive Officer of EARL when
the CEO is away.

IMO Level 2 course
Situated
strategically between the West and East , Malaysia is the
hub of South East Asia’s oil and shipping activity.
It is a focal point for the region’s oil trading, crude
oil producing and refining, a maritime centre offering a huge
variety of maritime services including training.
This
OPRC IMO Level 2 course will assist participants in effectively
managing an oil spill incident when it occurs. Effective response
means “minimizing damage to the environment”.
The best way to encourage an effective response is to be prepared
– have regular training and exercises.
We
encourage all parties who will be involved in a response to
an oil spill incident to support and participate in this OPRC
